According to the decision of the United Nations General Assembly dated December 20, 1993, May 3 is celebrated as the World Press Freedom Day. In the events held on the occasion of this day, the main principles of freedom of speech and the press, development prospects of freedom of expression are discussed, the independence of the press, abolition of censorship, the role of the press in the protection of human rights and freedoms and other issues are examined.

World Press Freedom Day is also widely celebrated in Azerbaijan. The independent state of Azerbaijan attaches special importance to issues such as protection of human rights, freedom of speech and press.

The establishment of freedom of speech in our country and the creation of an independent press, which is its main carrier, are closely related to the name, political and state activities of our national leader Heydar Aliyev. The Order of the eminent statesman dated August 6, 1998 "On measures to ensure freedom of speech, opinion and press in the Republic of Azerbaijan" created favorable conditions for ensuring freedom of speech, opinion and press in our country, censorship was abolished, and state control over the press was ended. The Law of the Republic of Azerbaijan "On Mass Media" adopted on December 7, 1999 became the main legal document regulating the activity in this field, freedom of speech, opinion and press were established in the Constitution of the Republic of Azerbaijan.

The "Concept of state support for the development of mass media in the Republic of Azerbaijan" approved by the presidential decree and the decree of our head of state on April 3, 2009 "On the establishment of the State Support Fund for the Development of Mass Media under the President of the Republic of Azerbaijan" on the basis of that document are the progressive steps taken in this direction. is one of the steps.

A large book exhibition called "May 3 - World Press Freedom Day" has traditionally been organized in the National Library.

At the exhibition, books on the subject are displayed in Azerbaijani and other languages.
