The International Day of the Visually Impaired was established by the decision of the World Health Organization in order to draw attention to the problems of visual impairment and low vision. There are unique historical reasons for setting aside November 13 for the disabled. So, this date is the date of birth of the French educator Valentin Gaouin. Valentine, who was born on November 13, 1745, was the first in the world to create embossed fonts for the visually impaired at his own expense. In 1784, he opened a school for the visually impaired in his home and trained them using his invention of relief fonts.
Currently, more than 124 million visually impaired people live in the world.
In Azerbaijan, the public union of the visually impaired has been operating since 1929, and the Society of the Visually Impaired has been operating since 2002. On November 13, various events are held in Azerbaijan to attract the attention of the society to the visually impaired. On December 9, 2007, an agreement was signed between the UN Development Program and the Heydar Aliyev Foundation, providing access to information and communication technologies for the blind and visually impaired.
Regional information centers have been established in the regions for the visually impaired and visually impaired to use information and communication technologies. A number of training courses are organized to provide employment for the disabled. In order to improve the quality of education, Braille large font and audio format textbooks and teaching aids are published.
The traffic lights on the main busy streets of the capital are equipped with sound signals. Ramps have been installed in front of a number of buildings and at road intersections for the convenience of the visually impaired. Year by year, care is being taken to improve the living conditions of visually impaired people in our country.
