In the first years of the restoration of state independence, the fundamental reforms carried out by the Great Leader Heydar Aliyev not only put our republic on the path of development, but also created conditions for the preparation and adoption of a new national Constitution, which ensures the rule of law and paves the way for legal, secular state building.

The first constitution of Independent Azerbaijan, which is considered the masterpiece of the Great Leader, was adopted on November 12, 1995 on the basis of a national referendum. On February 6, 1996, by order of President Heydar Aliyev, November 12 was declared Constitution Day.

Consisting of 5 sections, 12 chapters and 158 articles, additions and changes to the Constitution were made through referendums in August 2002, March 2009 and September 2016.

The first Constitution of independent Azerbaijan is a democratic document that meets the requirements of the modern world and recognizes the rights of citizens.

The Constitution of the Republic of Azerbaijan is one of the few existing constitutions in the world, which states that the highest goal of the state is the protection of human rights and freedoms and the provision of decent living conditions for the country's citizens. Defining the highest goal of the state in our Constitution as the protection of human and civil rights and freedoms is of exceptional importance. Our Constitution declares at the highest level that the state serves the interests of citizens.

Today, the 29-year-old Constitution of the Republic of Azerbaijan gives everyone the same legal freedom regardless of their language, religion and race.
