Shamseddin Ashraf oghlu Akhundov was born on December 3, 1932 in Baku. After graduating from secondary school No. 51 of Baku with excellent grades, he entered the journalism department of Azerbaijan State University (now BSU) and graduated from the university in 1956.

In 1956-1965, Shamseddin Akhundov worked as a methodist-inspector, chief methodist, and department head in the Ministry of Culture. Since 1965, Sh. Akhundov has been the responsible secretary of the Republican Committee of the Trade Union of Culture Workers, and since 1967 he has been working as the chairman, and in 1969-1981 he worked as a department head in the Council of Trade Unions of Azerbaijan.

In 1981-1987, Shamseddin Akhundov worked as the deputy director for scientific affairs of the National Library of Azerbaijan named after M.F. Akhundzade. In 1988, he was appointed head of the Department of Cultural and Educational Institutions of the Ministry of Culture, worked as a deputy minister in 1991-2001, and was also appointed a member of the Collegium of the Ministry of Culture by the decision of the Council of Ministers of the Republic of Azerbaijan.

Since 2005, Shamseddin Akhundov has been working as vice-rector at the National Aviation Academy. He was one of the active founders and the first director of the Aviation History Museum here. Thanks to his hard work, the Museum has collected rich material about the history of aviation in Azerbaijan, about the first heroic aviator sons and daughters of our nation.

On the basis of these valuable materials he collected, for the first time in Azerbaijan, he compiled a fundamental book on the history of aviation in the Azerbaijani and Russian languages called "The history of aviation in Azerbaijan: Bibliography".

Shamseddin Akhundov was awarded the "Badge of Honor", "Red Labor Flag" orders, "Excellent Culture Worker" medal, the Honorary Decree of the Supreme Soviet of the Azerbaijan SSR, and the honorary title of "Memorial Worker of Culture".

On the occasion of Shamseddin Akhundov's 90th anniversary, the employees of the National Library of Azerbaijan have prepared a virtual exhibition called "Honored Cultural Worker Shamseddin Akhundov". The virtual exhibition displays photos, books authored by Shamseddin Akhundov, works compiled and edited by him, articles published in periodical press pages.
