The Minister of Culture, Anar Karimov, who opened the event with an introductory speech, emphasized that the government always pays great attention and care to culture and public figures: “It is a great honor for us to present you the awards of the state leadership. All these are historical moments. Today, Azerbaijan not only defends the integrity of its land, but also lives by the integrity of its culture and art.”

The minister also spoke about the reconstruction works in Karabakh:

"We are happy and proud that we are living these days. We are returning to Karabakh not only with the restoration of infrastructure, but also with the revival of our culture. We are holding many events in the liberated territories in Shusha. By this we show the world that Azerbaijan is returning to these lands with culture and art."
