Respect for human rights is one of the main attributes proving the democracy of a society.
Taking into account the fact that the first "State Program on the Protection of Human Rights" was approved in the Republic of Azerbaijan on June 18, 1998 by the national leader Heydar Aliyev and the establishment of the provision of human rights as one of the main directions of state policy, by the decree of the head of the country, Mr. Ilham Aliyev, dated June 18, 2007, June 18 is celebrated as Human Rights Day in our country every year.
Today, Azerbaijan has an extensive legal framework that meets international legal norms in the field of human rights protection.
Considering the provision of human rights as a national duty, the Great Leader Heydar Aliyev, for the first time, established the institution of the Ombudsman for Human Rights, which was established by the Decree of February 22, 1998 “On measures in the field of ensuring human and civil rights and freedoms”, as well as the State Program approved by the Order of June 18, 1998.
On December 28, 2001, the Milli Majlis adopted the Constitutional Law “On the Ombudsman of the Republic of Azerbaijan”. On March 5, 2002, the Great Leader Heydar Aliyev signed a Decree on the application of the Constitutional Law of the Republic of Azerbaijan “On the Ombudsman of the Republic of Azerbaijan”.
These reforms are being successfully continued under the leadership of our head of state Ilham Aliyev. President Ilham Aliyev signed the Decree “On Approval of the National Action Plan for the Protection of Human Rights in the Republic of Azerbaijan” on December 28, 2006.
On December 27, 2011, the “National Action Program for Increasing the Efficiency of the Protection of Human Rights and Freedoms in the Republic of Azerbaijan” was adopted.
The fundamental reforms implemented in our country in all areas in recent years have ensured further improvement of the mechanisms for the reliable provision of human rights and freedoms. Paying special attention to consistent and dynamic activity in the field of human rights, our republic is a participant in more than 300 international treaties in this field and a member of influential international organizations.
