On January 30, the opening ceremony of the permanent traditional book exhibition titled "Constitution and Sovereignty Year" was held at the National Library of Azerbaijan. The national anthem of the Republic of Azerbaijan was played at the beginning of the ceremony.

In his speech, Professor Kərim Tahirov, the director of the National Library of Azerbaijan, stated that today the territorial integrity and sovereignty of the Republic of Azerbaijan have been fully restored. He emphasized that with the Decree of the President of Azerbaijan, Ilham Aliyev, dated December 27, 2024, the year 2025 has been declared the "Constitution and Sovereignty Year" in Azerbaijan. He also spoke in detail about the history of the adoption of the Constitution of the Republic of Azerbaijan. Professor Kərim Tahirov highlighted the irreplaceable services of the National Leader Heydar Aliyev in including the Azerbaijani language as the state language in the Constitution and his role in the formation of Azerbaijan as a legal, democratic, and secular state upon his return to power in 1993 at the people's insistence. He also pointed out that the modern Constitution of the Republic of Azerbaijan was adopted on November 12, 1995, and today, the legal force of this Constitution has been fully restored in all the territories liberated from occupation. He added that every year, a permanent literature corner corresponding to the year declared by the Decree of the President of Azerbaijan is created at the National Library and updated throughout the year. He stated that today, the opening ceremony of the permanent traditional book exhibition titled "Constitution and Sovereignty Year" is being held.

In her speech, Adibə Ismayilova, Deputy Director for Scientific Work and Library-Information Services of the National Library of Azerbaijan, noted that 2025 will mark the 30th anniversary of the adoption of the modern Constitution of the Republic of Azerbaijan. She further mentioned that as a result of the historical victory in the Patriotic War that began on September 27, 2020, in response to Armenia's provocations, and the successful anti-terror operation carried out on September 19–20, 2023, the territorial integrity and sovereignty of the country have been fully restored, and the legal force of the Constitution of Azerbaijan has been established in all territories where the occupation has been removed. Based on the Decree of the President of Azerbaijan, Ilham Aliyev, dated September 19, 2024, September 20 has been declared State Sovereignty Day in Azerbaijan. She added that the restoration of territorial integrity and sovereignty has become one of the most significant events in the modern history of Azerbaijan. She also mentioned that in line with the Ministry of Culture of Azerbaijan's action plan for this year, a series of educational and promotional events will be held throughout the year related to the "Constitution and Sovereignty Year".

The event continued with the presentation of the virtual exhibition titled "Constitution and Sovereignty Year", prepared by the staff of the National Library.

The virtual exhibition showcases official documents, photographs, the wise policies of National Leader Heydar Aliyev, the Great Leader`s masterpiece  - the Constitution of the Republic of Azerbaijan, articles published in the press about the full restoration of the territorial integrity and sovereignty of Azerbaijan by the President of Azerbaijan and Supreme Commander-in-Chief Ilham Aliyev, and other related materials in Azerbaijani, Russian, and English languages.

It is worth noting that the permanent traditional book exhibition titled "Constitution and Sovereignty Year" features literature in Azerbaijani and foreign languages about the great policy of the National Leader Heydar Aliyev, the formation of a modern and independent Azerbaijani state, the fundamental law of the state – the Constitution of the Republic of Azerbaijan, the historical victory gained in the 44-day Patriotic War under the leadership of the Supreme Commander-in-Chief, the complete restoration of territorial integrity and sovereignty, the wise and farsighted policies of the head of state, and other related topics.
